Oregon-Idaho High Intensity Drug Trafficking Area
Program Overview
The Oregon High Intensity Drug Trafficking Area (HIDTA) program was established by the White House Office of National Drug Control Policy (ONDCP) in June of 1999. In 2015 the program expanded into Idaho and was renamed the Oregon-Idaho HIDTA. The Oregon-Idaho HIDTA consists of 16 counties. Counties in the HIDTA include Oregon’s Clackamas, Deschutes, Douglas, Jackson, Josephine, Lane, Linn, Malheur, Marion, Multnomah, Umatilla and Washington counties, and Idaho’s Ada, Bannock, Canyon and Kootenai counties.
The Oregon-Idaho HIDTA mission is to facilitate, support and enhance collaborative drug control efforts among law enforcement agencies and community-based organizations, thus significantly reducing the impact of illegal trafficking and use of drugs throughout Oregon and Idaho. The goals of the Oregon-Idaho HIDTA are to identify, disrupt and dismantle drug trafficking and money laundering organizations and to enhance the effectiveness and efficiency of Oregon-Idaho HIDTA participants.
In support of the mission and to achieve the program’s goals, Oregon-Idaho HIDTA has implemented a counter-drug strategy. The key components of the strategy are:
Promote and facilitate the creation of, and support established, collocated and commingled interagency - Federal, state, local and tribal - intelligence-driven drug enforcement task forces whose missions are to eliminate domestic production, trafficking and use of fentanyl, methamphetamine, heroin, cocaine, marijuana and other dangerous drugs to include the abuse of prescription drugs.
Identify and target the most serious and prolific drug trafficking and money laundering organizations operating in the Oregon-Idaho HIDTA region.
Conduct field operations and investigations, which disrupt and dismantle DTOs and MLOs through systematic and thorough investigations that lead to successful criminal prosecutions and forfeiture of illicit assets.
Foster, support, promote and facilitate the proactive sharing of criminal intelligence with law enforcement agencies along the I-5 corridor and nationwide, as appropriate, by providing an Information Sharing and Analytical Coordination Center (ISACC) Analytical Unit that provides strategic and tactical analytical services and facilitates case, subject and geo-event deconfliction.
Provide quality training to law enforcement personnel to enhance their investigative, management and officer safety skills in order to successfully eliminate drug trafficking and use at all levels.
Promote the creation, and support of existing, community based drug prevention and recovery initiatives whose missions are to significantly reduce the impacts of illegal drug use in the Oregon-Idaho HIDTA region.
The Oregon-Idaho HIDTA supports the efforts of 524 full and part-time participants from 85 Federal, state, local, and tribal agencies and non-profit organizations.
